Do i have a chance or how many percent i can get into USC?

USC is extremely competitive, you're going to need a much higher ACT or SAT score- ACT at least around 30, SAT probably around 2050 at least. work on the test scores and you'll have a better shot, plus get some volunteer work in. getting into a school like USC out of state is hard core dude, good luck
